Congress answered with the [Drug Quality and Security Act of 2013](https://www.govinfo.gov/link/plaw/113/public/54), which created the [503B outsourcing facility](https://www.fda.gov/drugs/human-drug-compounding/information-outsourcing-facilities): a compounder that registers with the FDA and operates under current good manufacturing practice requirements. State boards of pharmacy still license and inspect the pharmacies inside their borders, so a full compliance picture needs both the state rule and the federal record.
