In December 2021, the Sichuan Provincial Drug Administration conducted unannounced inspections of 13 cosmetics manufacturers, including Sichuan Rongle Cosmetics Co., Ltd., under the "Regulations on the Supervision and Administration of Cosmetics" and "Key Points for Cosmetics Production License Inspection." The inspections aimed to ensure compliance with production licensing requirements.

Two detailed inspection reports highlight significant violations. Deyang Haizhilan Biotechnology Co., Ltd. faced issues including inadequate staff training, uncalibrated laboratory equipment, incomplete finished product inspection standards, improper clean area sealing, and critical discrepancies between actual raw materials used and registered product formulas. The regulatory body initiated an investigation into the suspected formula violation and mandated rectification for all other deficiencies.

Similarly, Sichuan Aoqian Technology Co., Ltd. exhibited problems such as non-compliant personnel hygiene, an incomplete quality management system, insufficient inspection personnel, absence of inspection standards for various materials, uncalibrated weighing instruments, inadequate handwashing facilities, and significant cross-contamination risks. Furthermore, product packaging labels were inconsistent with registration information. An investigation was launched regarding the labeling discrepancies, with all other identified issues requiring timely rectification.

Both companies were ordered to address their respective problems within a specified period, with production resumption contingent upon meeting regulatory requirements. These inspections underscore the administration's commitment to upholding cosmetic product safety and quality standards.
