China NMPA Inspection - Guangzhou Kangyu Biotechnology Co., Ltd. - August 03, 2018

An unannounced inspection of Guangzhou Kouluo Biotechnology Co., Ltd. was conducted by the Guangdong Provincial Food and Drug Administration on July 18, 2018. This inspection, carried out under the “Guangdong Provincial Food and Drug Administration's Measures for the Administration of Food and Drug Supervision and Inspection,” identified several significant deficiencies impacting product quality and safety.

Key issues included ineffective raw material management, highlighted by an unlocked hazardous materials cabinet with unlabeled contents, compromising raw material safety. Finished product storage conditions were found to be substandard, lacking essential temperature, humidity, and light protection, and non-conforming products were not properly segregated or handled. The company's inspection management system was also deficient, with uncalibrated testing equipment in the laboratory hindering effective quality assurance. Additionally, health certificates for personnel in direct contact with cosmetic production were unavailable, and the sample retention management system was not implemented, specifically noted by the absence of a retention record for “Mihanna Flawless Loose Powder” (batch DD2301).

Consequently, Guangzhou Kouluo Biotechnology Co., Ltd. has been ordered to rectify these identified problems, and the case has been transferred to the Baiyun District Bureau of Guangzhou City for ongoing oversight and appropriate follow-up actions.
