China NMPA Inspection - Guangzhou Zhuoao Fine Chemical Co., Ltd. - March 21, 2018

An unannounced inspection of Guangzhou Zhuoao Fine Chemical Co., Ltd., conducted in March 2018 by the National Food and Drug Administration and Guangdong Provincial Food and Drug Administration, identified significant compliance issues based on the "Key Points for Cosmetics Production License Inspection." The inspection revealed four serious and seven general defects.

Key violations included deficiencies in quality management, specifically incomplete batch production records lacking operator signatures and homogenization times, and the absence of a system for handling non-conforming products. Facility issues involved the improper storage of flammable materials in production areas. Material and product management was cited for failing to properly handle expired raw materials, incomplete raw material documentation (e.g., missing customs declarations), and inadequate labeling of materials. Furthermore, inconsistencies were found between ingredient names on product labels and actual inputs, and the company failed to retain required samples for each product batch. Equipment management issues included inaccurate status indicators and a lack of regular microbial testing for process water.

As a result, the Guangdong Provincial Food and Drug Administration has been mandated to order Guangzhou Zhuoao Fine Chemical Co., Ltd. to implement comprehensive corrective actions within a specified timeframe. Following successful rectification, the provincial authority must report the outcomes to the State Administration for Market Regulation.
