The Chongqing Municipal Drug Administration announced findings regarding a substandard cosmetic product identified during a national sampling inspection initiated by the National Medical Products Administration (NMPA). The product, "Mengpeisi hair dye (5/75)," manufactured by Heshan Bangli Fine Chemical Co., Ltd., batch number "0180117036," was found to be non-compliant. The inspection, conducted by the Chongqing Municipal Institute for Food and Drug Control, revealed significant labeling discrepancies and undeclared ingredients. Specifically, several hair dyes listed in the product's approval document and label, such as m-aminophenol, were not detected. Conversely, other hair dyes, including p-phenylenediamine, p-aminophenol, and resorcinol, which were not declared, were present. These findings indicate a serious issue with product formulation and labeling, potentially posing safety risks to consumers. Following the non-compliant report, the Dianjiang County Market Supervision Administration inspected Zhengda Hairdressing Supplies Store in Dianjiang County, where the sample was originally collected. Although the store had already ceased selling the specific batch, regulatory actions were taken based on the "Cosmetics Hygiene Supervision Regulations." The store received a 15-day suspension of cosmetics sales, confiscation of illegal gains amounting to 70.4 yuan, and a fine of 180 yuan. This announcement, detailing actions taken in December 2019, highlights China's commitment to enforcing cosmetic product safety standards.
