Primary violations involved the presence of unapproved or prohibited hair dye ingredients not listed in product approvals or labels, such as p-aminophenol, m-aminophenol, o-aminophenol, p-phenylenediamine, and 1,5-Naphthyldiol. Additional issues included inconsistent product documentation, missing label information, and shelf-life discrepancies. Operating under the "Cosmetics Hygiene Supervision Regulations" and its implementation rules, local branches initiated on-site inspections. Penalties varied, encompassing orders for product removal, temporary cessation of operations (1 to 30 days), confiscation of illegal gains, and fines ranging from one to 2.5 times the illegal gains. One retailer was deregistered, while another case concluded with no penalty due to a lack of sales activity and complete documentation by the sampled unit.
