China NMPA Inspection - Shenzhen Baolai Cosmetics Co., Ltd. - December 14, 2020

The Chongqing Municipal Drug Administration, in November 2018, announced findings from a national cosmetics sampling inspection initiated by the National Medical Products Administration (NMPA). The inspection identified a substandard product, "Yu Lu Sunscreen Moisturizing Lotion SPF15," manufactured by Shenzhen Baolai Cosmetics Co., Ltd. The violation was discovered during sampling at Zhongyi Maternal and Infant Life Hall in Fengdu County. Laboratory tests revealed critical inconsistencies: the product's approval document and label declared the presence of sunscreen agents benzophenone-3 and ethylhexyl methoxycinnamate, but these active ingredients were not detected in the sampled batch (BCFS01/20210110). This constituted a significant quality and labeling deviation. Following the detection, the Fengdu County Branch conducted an immediate on-site investigation, seizing 14 bottles of the non-compliant product. Based on the "Cosmetics Hygiene Supervision Regulations" and the "Measures of Chongqing Municipality for Regulating the Exercise of Administrative Penalty Discretion," the retailer, Zhongyi Maternal and Infant Life Hall, received administrative penalties. These actions included an order to cease all cosmetic operations for three days, confiscation of illegal gains, and a fine three times the amount of those gains.
