China NMPA Inspection - Guangzhou Aolai Cosmetics Co., Ltd. - November 27, 2017

The Jiangxi Provincial Food and Drug Administration (NMPA) conducted unannounced "look back" inspections in October 2017, targeting six cosmetic production companies previously issued "Cosmetic Production Licenses." These inspections, part of the province's 2017 cosmetic supervision plan and guided by State Food and Drug Administration requirements, aimed to ensure compliance with "Key Points for Cosmetic Production License Inspection" and address potential safety hazards. A total of 80 deficiencies were identified across the six enterprises.

Ganzhou Aolier Cosmetic Co., Ltd. showed 13 unrectified prior defects and 4 new ones, including inadequate quality management, untrained staff, incomplete records, and poor workshop hygiene. Notably, they packaged bath salts in a powder unit that failed its licensing inspection. Jiangxi Delitang Industrial Development Co., Ltd. and Fuzhou Zhangfei Yijue Industrial Development Co., Ltd. were both shut down during their respective inspections, revealing multiple serious and general defects such as lack of cleanroom facilities, missing records, pest infestations, and uncalibrated equipment.

Jiangxi Alice Daily Chemical Co., Ltd. was cited for incomplete production records, improper handling of unqualified products, inadequate changing rooms, and personnel hygiene issues. Jiangxi Ideal Industry Co., Ltd. and Jiangxi Luyuantang Pharmaceutical Co., Ltd., both certified but not yet in production, exhibited numerous deficiencies including lack of training records, uncalibrated equipment, inadequate storage, and missing operational procedures or adverse reaction monitoring systems.

All six companies are mandated to rectify their deficiencies, with local municipal bureaus providing guidance and conducting follow-up inspections. Any illegal activities will face legal action. Companies must submit rectification reports to the provincial bureau by December 15, 2017.
