FDA WARNING_LETTER - Win Foods Corp. dba Wing Nien Foods - May 14, 2026

On June 24, 2026, the U.S. Food and Drug Administration (FDA) issued a warning letter to Win Woo Trading, LLC (operating as HF Foods Group) following a series of remote inspections conducted in May 2026. The inspection determined that the company is in significant violation of the Foreign Supplier Verification Program (FSVP) requirements under the Federal Food, Drug, and Cosmetic Act (21 CFR part 1, subpart L).

The primary violation is the company"s failure to develop, maintain, and follow an FSVP for several imported products, including various types of gelatin, tapioca starch, brown sugar, beverage base powders, jasmine rice, oolong tea, and green tea. Under these regulations, importers must perform risk-based activities to verify that their foreign suppliers produce food in compliance with U.S. safety standards. While the company requested a 45-day extension following the initial inspection observations, the FDA found the response inadequate as it lacked any supporting documentation or evidence of corrective actions.

Win Woo Trading is required to respond in writing within 15 working days. This response must include specific documentation—such as completed FSVP records—demonstrating that the violations have been corrected. Failure to address these issues may lead the FDA to take further action, including refusing the admission of the company"s imported products into the United States or placing them on "detention without physical examination" (DWPE).
